Analisis Kelembagaan Irigasi Dalam Rangka Kebijakan Pengembangan Dan Pengelolaan Sistem Irigasi Partisipatif Studi Kasus: Kelembagaan Pengelolaan Irigasi Provinsi Lampung

Abstract

The main purpose of this research were: (1). analyze the factors of internal and external institutional strengths, weaknesses, opportunities and threats to the institutional management of irrigation (2). determine the policy strategy alternatives at the institutional management of irrigation Lampung Province. Institutional study of irrigation management in policy development and participatory management of irrigation systems irrigation management institutional case Lampung province use SWOT and AHP analysis. Based on the results of analysis SWOT factors internal to be  institutional power of Lampung province irrigation management are: (1) law number 17 of 2019 on water resources and the government regulation and a number of regulations governing the implementation of further the provisions of irrigation (2). local government investment in irrigation in the last 30 years,  (3) the role of local government in empowering P3A/GP3A/IP3A, (4) potential areas of Lampung provincial irrigation authority. While external factors into opportunities of irrigation management institutions are; (1) government are able to provide of funds the development and management of irrigation, (2) the government is committed to developing a food security program, (3) the potential of natural resources that support for irrigated agriculture, (4) the government is committed to repair sectors of water resources and irrigation. (5) a new paradigm in the field of centralized irrigation. The main purpose the result of SWOT as follows; (1) effective implementation of  Law No 17 of 2019 on water resources and the government regulations to support the reform and decentralization of irrigation effectively,  (2) increase the role of local government in empowering farmers P3A/GP3A/IP3A by utilizing the government's commitment in developing a food security program is supported by the potential of natural resources to support irrigated agriculture, (3) improve local government investment in irrigation and use of the potential irrigation area by providing funds to support irrigation development and management of government.
